The electronic
Scientific Journal is included by the Higher attestation Commission (VAK) of the
Ministry of Science and Higher Education of the
Russian Federation in the List of peer-reviewed scientific publications, which
should be published basic scientific results of the dissertation for scientific
degree of candidate of Sciences, on competition of a scientific degree of the
doctor of Sciences

INFORMATION ABOUT
REVIEW
Articles received from authors must have a doctor's recommendation – expert on
the subject (for post-graduate students, postdoctoral
students, PhD). Students and masters are published in
collaboration with a DSc. If the author or co-author is a
DSc, recommendations are not
required. In this case the author or co-author – DSc is responsible for the
novelty and scientific importance of the results of the study. The review of DSc must be signed and
certified by the official stamp. Before the article is published the
members of the editorial Board make a decision on the compliance of the article
to the journal's subject.
The editorial Board conducts a review of all submitted material relevant to its
subject for an expert evaluation. All reviewers are acknowledged as experts on
the subject of the reviewed material and have publications on the subject of the
reviewed article the last 3 years . Reviews are kept in the editorial office
within 5 years. In case of refusal to publish the article the authors will be
informed about it.
The editorial Board has the right to ask a reviewer for a confirmation of
recommendations or for a more detailed explanation of the reviewer's opinion on
the article. In case the article has certain notes or comments, the authors and
reviewers will be notified. The editorial Board provides a review of the article
on request of expert Councils in the Supreme Attestation Commission of the
Russian Federation.
The term for consideration of articles is at least six
months. Originals of manuscripts and accompanying documents for publication of
the article, sent without an electronic version, ARE NOT CONSIDERED!
PUBLICATION'S ORDER
Article should be made in accordance with “The requirements of drawing up of
articles” and should be sent to the journal in hard copy and electronic copy.
Do
not send a parcel or a registered letter with declared value because it delays
the receipt of mail. Except the article must be send:
- information about the author in special form;
- certified review on the publishing article by dr., hab. (for post-graduate
students and candidates for a degree by the research advisor, for candidates for
a doctor's degree by the academic adviser);
- application for publication in special form;
- contract (in 2 examples) .
Articles of post-graduate students
and postdoctoral students are accepted only if there is the report
from the system "Antiplagiat University"
(originality of the text is not less than 87%). The Editorial Board reserves the
right to check the articles sent to the editorial board for antiplagiat after
the report from the system "Antiplagiat University".
The post-graduate students` articles are also accompanied by
the certificate of study from the Postgraduate Study
Department. The volume of articles for
post-graduate students (competitioners) is 8-12 pages, for
doctoral students is 12-16 pages.
The Editorial Board reads article and recommends to the author to do stylistic,
grammar and spelling edits and edits the article without any processing. If the
author agrees this processing the article is published in this way. If the
author doesn't agree this processing the editor commits this fact as the
editorial conclusion at the end of the article and sends the article to The
Editorial Board for making a decision.
The Editorial Board has the right to refuse the author to publish the article
for non-compliance of the requirements established by the Editorial Board. The
editor checks the changes made to the original proof, proofread it and, if
necessary, makes the final corrections. Then the article is published. Original
article with editor’s corrections and the proof are stored in the Editorial
Board’s archive at least one year (as an official document) with the reviews
enclosed. To determine the volume of the publication the PDF-file of the article
is used where the page layout and pagination are stored.
After the release of the next issue all the articles are submitted to the
Depositary of electronic publications of the SEC "INFORMREGISTER" that within 14
days records them and transmits the list of identification numbers of articles
to the editorial board. Then, there on the website of the journal is placed an
assigned identification number for each article.
The Editorial Board regularly provides information on published articles in the
prescribed form to the Scientific Electronic Library – the main executor of the
project "Russian Science Citation Index (RSCI)." Journal articles, abstracts,
keywords, author information and bibliographic lists are placed in the public
domain.
Authors are fully responsible for the content of articles and for the fact of
their publication. The editors are not liable to the author and / or third
parties and organizations for possible damage caused by the publication of the
article. Editors have the right to withdraw the published article, if it turns
out that in the process of publication of the article someone else's rights or
the generally accepted standards of scientific ethics had been violated. The
Editorial Board informs the author, reviewer, and the organization where the
work was performed of the fact of the article withdrawal.
The authors acknowledge, and the editors are justified in assuming that the fact
that the author submits the article for publication is the author's consent to
the rules and requirements of the Editorial Board for the publication of
scientific articles (see "for Authors"). Failure to comply with the
rules for the design of the article the article changes its status to
"dismissed". Acceptance of the material shall not be a guarantee of its publication. All
materials accepted for consideration are sent for review.
We ask potential authors for an understanding of the
fact that editors do not enter into correspondence with potential authors, does
not assume any prior obligations relating to the publication of materials
prepared by the authors.
ARTICLE DESIGN
REQUIREMENTS
Articles should be sent to the journal in hard copy and electronic copy. Paper
should be submitted by the authors in the prescribed standard.
The paper should be submitted in hard copy and electronic format, typed in
Microsoft Word 97, 2000, or XP; printed in A4 format, with 1.5 line spacing,
Times New Roman 14 pt, margins: top and bottom 2 cm, left – 3 cm, right – 1.5
cm. Paragraph – 1.25 cm, width adjustment. Pages are
not numbered. Endnotes are not allowed. Please indicate
the extended UDC of the article.
Examples of the articles are in italics.
Figures should be clear, understandable and presented in a separate file
standard TIF or JPG, on a white background, a black and white version, designed
for contrasting print. Each figure should have a caption and be placed in the
text after the link to it (for example, (Fig. 3) or "Figure 4 shows ...").
Tables are also placed after the references in the text (e.g., (Table 1) or
"analysis results are shown in Table 5"). Each table should have the serial
number, a brief meeting the content name in capital letters. The information in
the table should be succinct, vivid, and clear to understand and respond to the
content of that part of the article that it illustrates. The table uses common
abbreviations (y. – a year c. – century, p. – pages, thousand, million, billion
rubles.).
For formulas, you must use the formula editor Word with the default set-tings.
In reference to the literature in parentheses the name of the citation author is
stated, separated by commas – the year of publication source, through the colon
and a blank – page number, for example: L.V. Szczerba wrote: "..." (1976: 184).References / Primary Sources are given at the end of the article, headlines
References (centered, bold). Priority is given to articles in which the
list of references contains references to works in journal.
